Sarkar was an administrative unit in the Muslim period in India till the end of the Mughal period. In the early period of the Sultanate of Delhi, the administrative unit was known as shiqq, which was, in the time of sher shah, replaced by sarkar, an aggregate of parganas. In the reign of akbar, the subah of Bengal was divided into 19 sarkars. From this time sarkar was both administrative and revenue unit in Bengal. After the introduction of British rule Sarkar gradually went out of use, though Pargana persisted for some time more. [Abdul Karim]
